The focus of Xinjiang’s 13th Five-Year Tourism Plan is to build a new pattern of all-for-one tourism development that integrates resources, industries, and collaborative construction and sharing.
This plan was jointly issued by the Autonomous Region Development and Reform Commission and the Autonomous Region Tourism Administration, proposing that during the 13th Five-Year Plan period, the autonomous region’s tourism industry will adhere to the five development concepts of innovation, coordination, green development, openness, and sharing, and will use tourism to drive and promote coordinated economic and social development. Specific goals include: by 2020, the total number of tourist arrivals in the entire region will reach 300 million, total tourism consumption will reach RMB 600 billion, and the number of tourism-related jobs will reach 2.5 million, of which the number of poverty alleviation tourism-related jobs in rural areas will reach 1 million, helping 300,000 people living in poverty to escape poverty.
To achieve these goals, the Autonomous Region Tourism Administration will focus on creating “ten systems”:
Build high-quality tourism destination systems
Develop tourism distribution systems along the Silk Road Economic Belt
Construct self-drive tourism service industry systems
Promote tourism informatization service systems
Build tourism service base for enriching the lives of the people industry systems
Cultivate wellness and medical tourism service systems
Optimize tourism shopping industry systems
Upgrade tourism industry element systems
Improve tourism public service systems
Develop tourism market and marketing systems
The establishment of these systems aims to accelerate the development of tourism in Xinjiang, enhance tourism quality, and promote comprehensive economic and social development.
